morning. good to be with you. i'm terrell brown. recovery is slow going for millions of people affected by sandy and the superstorm is not done yet. storm remnants triggered flood watch warnings from northern new england and mid-atlantic states. winter storm warnings for central appalachians and flooding advisories across the lower great lakes. 74 people have been killed by the mega storm at one point. 60 million people were without power. it's fallen to 40 million people. and 6 million homes and businesses. and back up batteries and generators are failing knocking out one in five cell phone towers. here's a timeline video of how some 650,000 new yorkers lost power. the storm rolled in. you see the freedom tower on the right. night falls. the substation explodes. lower manhattan is plunged into darkness. mayor bloomberg said could it be days before power is restored. >> reporter: good morning. i'm standing in front of the entrance to new york's fdr drive. this is one of the areas that remains flooded after the storm. down at the jersey shore the devastation is even worse. president obam

to do but we have accomplished quite a bit. i know former mayor brown, who is not here yet, but he will be dashing in, let him know i said this. if he were the president of the united states we would be the 186th country it ratify cdal i say that because i know he and his history was the very first to sign up our city, it pass the ordinance when he was the mayor, to make sure we were on the road by abiding by those principles and then when i had a chance as director of public works i took up the helm for that department. you know, those years, they were really blue collar attitudes in public works, but we found the women leaders that we could acknowledge and promote and it became an even better agency for that very reason. so i want to again acknowledge that history. we still have a lot to do since our country has yet to ratify these principles. i hope that we will get closer and closer to do that or if not do it now, it is something that i think we've really been embarrassed about as a country not to do this on a national level. but i join you today in acknowledging as well the gr

that when governor pat brown designed the education, there were three rungs,. and they were absolutely integral. if you cut off one of those rungs you are cutting off a pathway for people to have a better life. if the community colleges don't offer courses where people can ma trick you late to csu or uc, i think that you are absolutely limiting their options. it is critical to do that. we have 90,000 students at the city college in san francisco. half of them are actually learning english as a second language because san francisco is an entry point for immigrants. and so, often we encourage immigrants to learn english and become citizens and without those courses at the city college they would not have those opportunities. so it is actually critical that we make sure that that institution is funded and that it is protected and that it is fiscally accountable. and we need to make sure that they are teaching classes like the solar class that i helped to advocate for. we now have classes at the campus to learn how to install solar on people's roofs because of the great system that we have

on the web and see what those people said. and the last putting together, willie brown, and i know willie brown for years. and i said, willie, i think the majority of your homeless are mentally ill. he said majority? he said you're way too conservative. he as said the vast majority. he said if i could get them to take their medication, i could save this city millions and millions of dollars. the department of health talks about saving money, you're not saving money. you're spending all of that money and way more in police and enforcement activities. you're putting people in prison for life. and look at the guy who was put in prison who was a truck driver. they couldn't handle him because he was schizophrenic, paranoid schizophrenic. so, they put him in zoll tear i for a year. when he came out he wanted to sue the state. the state wouldn't let him. so, what did he do? he planted his 18 wheeler in the side of the state capital and cost the city $80 million. i just want to mention one more thing, and that is that i have a very dear friend who is indicted for murder in san francisco. h
